I signed up with 1and1 during their 3 year promotion and have not had any major problems with them. I do not use their e-mail at all because it sucks. You can't make your own usernames and the ones that are automatically generated would be insane to remember. 1and1's webmail is the worst that I've ever encountered as well. You also can't make your own ftp usernames. Tech support is VERY slow. If you are someone who is not use to dealing with websites much 1and1 would not be for you. There is no hand holding with this host. If you can't troubleshoot problems BEFORE you have to e-mail or call them you should go elsewhere. It is also a very complicated to terminate service with them. I have two accounts and I'm not looking forward to what will happen when I try to drop the second one.
All of that being said, my website has never gone down and the speeds from it are very good. You get plenty of space and bandwidth and I had no problem installing various scripts to my site. There was one slight problem a year or so ago where a few of my files magically disappeard and my blog (i use movabletype) was rendered inoperable because of it until I fixed it.
